Sending set up so it holds.

Every selection opens with a definition somebody can disagree with. Standardisation happens before matching, never the other way round. Nothing in the file is there to reach a total.

1. Phone formatting

   Rendering numbers in a consistent international form, with the original retained.

2. Jurisdiction split

   Separating records by the rules that apply where the person is, not where the file was built.

3. Completeness testing

   Checking which columns are populated and to what degree, before handover rather than after it.
